意思是Sally和jiane两个人各自的妈妈（她们的妈妈不是一个人），所以从句中用they。如果指两个人共同的妈妈就应该这么说:Sally and Jane`s mother can`t come to the meeting because she has gone to Dalian.

答案应该是Sally's and Jane's 这个属于名词所有格里面的内容，表示分别所有时，各个名词分别采用所有格；表示共有时，所有格加在最后一个名词后面。
