I have an idea：you clean the room and I’ll wash the car.请问为什么you clean 不是you will clean的一般将来时,而后面是I WILL wash一般将来时?不就是说的一件事情嘛,为什么要用两种时态?you clean the room 是一般现在时?还是祈使句?
I have an idea：you will clean the room and I’ll wash the car.这样写可以吗?

用一般现在时 you clean 是因为这句子有商议/指示/命令/祈使句的意思.
虽然 If you'll clean the room,I'll wash the car 也可以,但
I have an idea：you clean the room and I’ll wash the car 是比较直接和习惯说法,
另一个说法是
Tell you what,how about you clean the room and I’ll wash the car?

请问I WILL在这 里是表示一般将来时呢？还是I WILL表示一种意愿？你去做什么。。。我去什么。。。

可以说是一种意愿，但在这句子里其实没有什么特别意义，只不过是口语的一种表达方式，根本没需要的，I wash the car 有一样的效果。

只是惯用语 外国人说话时习惯省略有些不必要的词
两个是一样的 you clean the room是祈使句 比较口语化一点罢了
