第一题，was talking是过去的那个时间点一直在做某事。has been talking的话是一直持续到现在，但是我只是早上打了好几个电话给Tom，现在并没有在打。所以只是那个时候电话一直占线，用过去进行时。
第二题，因为run out是不及物动词词组，所以不可能有被动态
run out是不及物的，后面不能加宾语，所以没有被动
run out of是及物的，后面必须加宾语
比如：We have run out of the ink.
= The ink has been run out of
= The ink has run out
