it is hoped...我们寄望于.
如果是it hopes的结构,那么it是主语,hope是谓语,后面自that以后都是宾语了,整个句子就无法理解,it代表什么呢?
而在it is hoped的句型中,it代表的是Green Great Wall,整句可以转化成：Green Great Wall is hoped to stop the wind blowing the earth away.

it是指代that 从句的,这个that 从句是不会主动去hope 的,所以要用被动

你见过it hopes 这种用法吗？这是一种约定俗成的东西，凭借预感就能判断。
再者hope是由人来支配的，不能由一个形式主语来引导。
