用must好一些，因为是firm policy (公司规定），带有一定强制性
另外abroad，副词，前面不能加任何介词（这个to多余了）
字面意思是，按照公司规定，如果货物滞仓超过3天，就必须返还给（国外？）不太理解这里，呵呵。
