C 固定的搭配,it is certain that...很肯定……
sure一般只以人做主语,如I am sure about sth/ I am sure that...
而certain其实是人或物做主语都行,it做主语只能用certain

可以的，of跟about这里是可以互换的，但这里是因为主语it只能用certain，而且后面是从句

a. sure求采纳！sure of 语法上错误，c和d错应为certain是绝对100%，但是“他”可能明天来不了所以错
