填is,这是个完全倒装句,正常的语序是a picture of the author taken when he was young is on front cover of the books（我觉得加个of比较合理）,这本书的扉页上有一张照片是现在的事,所以用一般现在时,不要受到when he was young的误导,这只是说明这张照片拍摄的时间而已.
