The Associated Press is entitled exclusively to use for re-publication of all news dispatches credited to it or not otherwise credited in this paper and all local news of spontaneous origin published herein.

spontaneous是自发的、自然发生的、下意识的等意思,credit可能是以信誉或协议的方式授予的意思,herein是：于此、此中、在此处的意识,我个人认为跟here可能实际上没啥区别.但句子的意思我真是搞不懂啊.我有两种看法,
一种是:
credited to it or not,otherwise credited (to it) in this .
另一种是 credited to it,or otherwise not credited (to it)
我不知道应该是哪一种.
第一种的话,句子的意思就是,不管是否被授予,AP都享有对xxx新闻的独家再出版权利,否则在就在这张报纸和在这里原发性出版的本地新闻上进行授予.
如果第二种的话,句子意思就是：不管被授予与否,AP都有对这张报纸和在这里原发性出版的本地新闻享有独家再版权.
第一种理解看上去有些矛盾似的,因为既然是不管被授予与否,AP都享有那个权利,那么还需要在这张报纸里再授予什么呢.
本人实在是郁闷透顶.
另外一种理解，

无论先前授权与否，现在在本报和在本报第一次刊发的本地新闻上都给予授权。
我先前以为不重要的otherwise或许在这里是相当重要的。就是“用别的方法的意思” 我先前只把otherwise理解成“否则”这样的否定性转折。
我把这种理解表述如下：
th AP has the exclusively right to republish all the news dispatches ,those news dispatched may be credited to the AP before,but ,despite credited to it or not ,in another way(it means otherwise)the washingtonpost do credit to the AP now both in all the local news of spontaneous published herein and the newspaper.
