come up to sb 走上前来；走到某人跟前
和句子很搭配的!
和所给的两个也都能搭配,只要你衔接的很好的话.例如：
A stranger comes up to me and asks me some questions.
Tom comes up to his friend and talks about the film with them.

不能用come up to the driver ,come up to 表示的达到（高度，程度），所以不行。要是接问题的话还是用ask

comes up to是比较符合该句语境和英语习惯表达的。
ask some questions作为汉语为母语的我们能理解这个句子的意思，但一般地道的英语很少这样表达，一般是"The policeman asks the driver some questions. "
而若将"talk about"用在这里有点不太合适，talk about 有点随便聊聊的意思，显然这里的poli...

用come up with sth短语好了，后面也可以简单一点，用个名词性宾语从句就搞定了哈
come up with sth 有找出和提出（答案或办法）的意思，同时顺应本句得到主动回应的语境要求。
用ask语气不太合，要么就得被动；talk about适用于谈论什么东东的场境。
