there be 句型的主语在后面,本句中是little rain 形容鱼要用单数形式,C D都是复数形式,不行.
B采用的是完成时态,因为夏天天气怎么样是发生在提问之前,故用完成时

既得是单数 又得有be
所以选B
不一定要用完成时 there is very little rain也可以 只不过没有这个选项
