一般情况下,两者可以互换,所以你换成started to design也是可以的.
但在下列三种情况下,只能用start to do sth.
(1)当主语是物而不是人时.
如：The ice started to melt.
冰开始融化.
（2）当start用于进行时态时.
如:She is starting to cook the dinner.
她开始做饭
（3）当start后面的非谓语动词指心理状态或精神活动（即表示想法、
意见等的词,如think,realize,wonder,understand等）时.
如：She started to wonder who had done it.
她开始想是谁做了这件事
像start,begin,continue,cease这样一些表示开始,继续和结束意义的动词,既可以接to do ,也可以接V-doing,大体上说,意义没有明显的差别.但在某些有限的情况下,start to do sth 意思是指“开始去做某事”,有“潜在的可能”；start doing sth 意思是指“开始做某事”,有“实际进行”的意思.当涉及到多次活动时使用start doing更为恰当.
另外补充：
stop to do,和stop doing的区别要分清：
stop doing sth.意为“停止做某事”即“不做某事了”,紧跟在stop后面的是正在做的事（可以这样记：ing正在进行嘛）,如：
He stopped watching TV and began to read English.他停下来看电视,开始读英语.
stop to do sth.意为“停下来原来做的事,做下面的事”,紧跟在stop后面接的是马上要做的事（可以这样记：to do是去干,to理解为意向,去,将要的含义）,如：
He watched TV for an hour; At 8 he stopped to do his homework.
他看了一个小时的电视,八点钟他停下来(看电视)去做作业.
