congratulations 是名词，恭喜；祝贺的意思．比如说：Congratulations!!! You have taken the first place in the exam!
celebrate 是动词，　庆祝的意思．比如说： I come here to celebrate your success in the match.

congratulations通常是对别人成功等的祝贺！用法是congratulations on,也可以直接使用
celebrate指的是庆祝节日等
如：1.Congratulations on your success.
2.A:We got the job done!
B:Congratulations
3.Celebrate the Spring Festival.
