It形式主语 + is系动词 + fun形容词作表语 + to watch people in the mall.不定式短语作真正主语.而watching是现在分词,是动词性质的,不可以作主语、宾语、表语等成分.

那你说的应该是动名词了。动名词和动词的现在分词在外形上是完全相同的，只有放在具体的句子中才能区分开。
