说得不错，我也认为这里只能填that，因为它既可做主语也可做宾语。而在这里是作宾语，所以不能填who。而参考答案是that、who，所以才有此一问。

填who也可以，who是口语中的whom的替代形式，也就是说，在口语中（尤其是美国英语），人们常常用who来作宾语，但是如果在介系词的后面，就只能用whom，不能改成who，也不能改成that。如： The woman to whom my mom is speaking is my teacher. 这句话里的whom就不能改成that，也不能改成who。希望我能帮助你解疑释惑。
