后一空为什么不能用to,不能说对于他的年龄来说,“他身材高”吗

这里的含义是“就他的年龄而言他太高了”。表示“就……而言/来说”的时候，只能用for，不可以用to.

个人意见 仅供参考：我觉得to是具有指向性的 to somewhere 或是 the key to the door 等
这里的用法感觉有点可以对比it's adj for/of sb 的用法
意思是 相对于他这个年纪来说 他是高的
