hasn't,这里虽然有and,但是when and where the meeting will begin是一个整体,是一个decision,而不是两个,所以用单数

如果是when the meeting will begin and where the meeting will begin 是分开讲的 应该填什么？ 就是到底什么时候用单数，社么时候用复数 我搞不清楚啊！

分开写就可以用haven't了，这个时候就是两个decision，当主语里有and时候要保持主谓一致，要看主语是不是当作整体看待

应该是hasn‘t,因为when和where之间有and，可以当做一个整体，故用单数。
