the wind 是主语 is 是谓语,所以这句子没有名词 用how
例如 what beautiful the girl she is.she是主语 is 是谓语 girl 作名词 用what
how beautiful the flower is.the flower 做主语 is 是谓语 没有名词 故用how
what strong the wind it is.同理

去除了主语和谓语之后，如果有名词就用what如果没有名词就用how！what修饰的是名词，how修饰的形容词和副词。

原陈述句是 the wind is strong
对表语strong感叹 就是 how strong the wind is！
如果 用 what
原陈述句是 it is a strong wind.
感叹句是 what a strong wind it is！
或 how strong a wind it is！

因为副词how 是修饰 形容词strong，而不是修饰名词wind。上述句子是感叹句。改成陈述句就是： The wind is strong！那what修饰名词wind啊上述感叹句是副词how 是修饰 形容词strong，而不是修饰名词wind。
