e adj for sb 是固定的 it is adj of/for sb to do sth
be adj to sb 是指对于某人 两种句型有一定的不同之处.
两个例句：
Smoking is harmful to one's health
It is necessary for you to get there on time.

be adj to sb是有的,但是应该没有it is adj to sb.所以这道题我还是认为是填for...应该是初中英语题吧.
