先行词前面有one of 修饰的情况如下He is one of the boys who are fond of football. 他是喜欢足球的男孩子中的一个.（one 前面没有定冠词,定语从句是修饰boys的）
He is the (only) one of the boys who is fond of football. 他是唯一一个喜欢足球的男孩子.（one 前面有定冠词,定语从句是修饰one的）
2. the one 或one of 作先行词,如果是指物的话,关系代词用that；如果是指人的话,用who（作主语或宾语）用whom（作宾语）用that（作主语,宾语,表语）,先行词是人不受只用that那一条限制.

两句的主语不同，第一句是the boys，第二句是 the one ，所以后面的谓语动词的单复数便不同了 ，便用like和likes 句意是差不多的
