When 在此指的是一个过去的特定时间,所以得用一般过去时

所以，要有语境 这个应该说： --My birthday party is next mouth. --Oh，when exactly is it? 因为对方已经给了个宽泛的时间next mouth， 所以你这里问的应该是具体什么时候， 用exactly 再： What date is it today?= What is the date today?
