第一句话的outgoing是形容词,做表语,所以用is
而第二句话work是个行为动词,所以用does
简单办法（变成陈述句）
Tara is more outgoing than Tina.
Tara works as hard as Tina.

可以看出来，一句的动词是be动词is，变疑问句把is提前；二句的动词时单三的works，疑问句就需要使用dose。
