measure作动词是测量.
i.e.：Measure the height of the ceiling
词组 measure sth.up =to measure sth.
作名词则是措施、方法/度量单位,也有测量的本意.
i.e.：The measure is given in centimetres.(度量单位）
The measures had a detrimental effect.（措施方法）

measurement则只是动词measure的名词形式.相对名词measure的测量,此处的测量更为强调其测量的动作和过程,而不是具体的“量度”这一事物.
