加复数的情况有 he is one of the best students in the class.但是你后面的那个句子形式没见过,你想表达的类似情况是这样的
Tom was the only one of the boys who was on time.the only 的限定使从句的谓语动词为单数
Tom was one of the boys who were on time.而没有了the only 于是tom只是准时到之一,谓语动词为复数
