It's (high,around) time that sb did sth
或 It's (high,around) time that sb should do sth
都可以,需要注意的是;在这个句型中,should是不能省略的.
如：
It’s high time that you went.
It’s high time that you were going.（进行时的be动词用were）
It’s high time that you should go.

在虚拟语气表示主观色彩的其它句型中，用should do的地方都可以省了should。 唯独It is time that...中，不能省略，所以，好多老师都要求学生用过去式，在这句型中表虚拟

首先， that 后面应该是落了 he

it's high time 后面跟

1） 动词过去式，或
2） should + 动词原形（should 绝对不可省略）

这是虚拟语气的标准句式。

这是虚拟语气，在It's time that之后的动词有两种形式，一种是过去式，be动词要用were，一种是should加动词的原形，should不能省略，这两种动词形式都叫虚拟语气，因为“该做……的时候了”或“做……的时间到了”，显然这个动作还没有做，所以用的是虚拟语气。在连接词that之后少打了一个he了。希望我能帮助你解疑释惑。...

这里没有sb.所以显然不是sb.should do的形式，更何谈省略，所以直接用过去式did表虚拟。
