因为没有从句的先行词
而且 it is the...that...是强调句的固定句式

怎么没有从句的先行词，若改成what为何不行？像这样what made It ...........was the culture.

改成what可以，但是原句里面没有任何主语从句的结构
主语从句和强调句都可以用来强调
