1 答案是 who ,因为 he expects 是插入语,可以省略.
2 如果是whom的话,句子就是
I’m wondering __whom_____ he expects to win the English Talent Competition next year
--------- 去掉will ,加上to .
语法结构是 expect sb to win .-------对 sb 提问,就成了 2 .

whom引导的定语从句做wonder的宾语从句里的主语行不行

whom本身就是宾语，不能做主语。he --- who . him ---- whom 。道理是一样的。
或者， 你能给个句子看看吗------- whom做从句主语的？
