这个句子其实是个强调句,翻译为：太难了,在这个大城市找个便宜的酒店住.
live in the hotel ,live 后边是要加in 的,表示住在……
如果是where的话,那就是where to live ,应为where 是副词,所以live 后的in 省略

这个其实就是不定式了，what to do， where to go， which to choose等等
