no conclusion has been arrived at 为主干句,中间插入一从句.其实 arrived at 后面还是接的名词 ,即conclusion,只不过换成了被动语态.

这句话at后没有名词的原因是名词在前面，即has been arrived at the Champion of the Host Talent Competition 。
