如果加了all ,就是all 是先行词,就是定语从句,却宾语,关系代词是that
不加all,这是宾语从句,what 做宾语
导致了有所谓的all that =what 之说

是啊，有这个规定，对于现行词是代词的时候，只能用that,不能用which
