no matter后面一般要加what/when/how/who等才能接从句，意思是无论 发生什么事/什么时候/如何/是谁.whether可以直接接从句，意思是无论。所以应该选B。
整句话的意思是：许多人，无论他们是老是少，是富是贫，都尽最大能力帮助那些在灾害中需要帮助的人。...
