The people and the successes and failure（主语） create(谓语) who you are(宾语从句)
you meet who affect your life是定语从句，作the people的定语，。
不可以说成The people（主语） who you meet affect (谓语)your life(宾语)，因为这是一个句子。

全句的谓语动词是creat，只有这一个。如果换成后者的话，那么谓语动词就有两个，creat 和affect,但是两句话的意思其实没有多大出入，就是指你遇见的这个人会影响你的生活和成败并且塑造你。希望对你有所帮助。
