下面这两个句子是简单句还是复合句,为什么?

It is very important for the education authorities to ensure that students are not overburdened with the school curriculum and are able to devote sufficient time for the overall personality development.

是不是句子中有从句的就都是复合句，不论这个从句是主句的从属句还是仅仅作为一个成分构成某个介词短语或不定式短语？不论它出现在什么层次上？ 我对这样的复合句没有疑问：When he was 18, he left home. / The truth is that he has never been abroad. 但对我上面给出的两个句子就不敢确定了。

含有引导词that，which，what，when，where，who，whom等引导的从句，在句中不论作什么成分，都是复合句。
