一般过去时：The glass was broken by the boy.
Was the glass broken by the boy?
现在完成时：The building has been finished by now.
Has the building been finished by now.
一般将来时：The student will be sent to the USA to get further education.
Will the student be sent to the USA to get further education?

没有助动词的把be动词提前，有助动词的把助动词提前。
was the cake eaten by him?
will the boy be sent back soon?

视情况而定吧，主系表机构是把be提前，主谓宾结构是提助动词
