what 引导时，+ 名词后通常就不再加It is，当然要想写完全是可以，例如：What an( a pice of) exciting news it is. 只不过这样有点生硬！ How引导时，+了形容词之后，通常会有主谓部分（当然有可能是it is ,也有可能是别的主谓形式） 例： How exciting the news is！ 但在说话与听从都明白说的是具体什么对象的时候，主谓也可以省略的，比如大家都在谈论某条新闻时，直接说how exciting！听众是能理解和明白的。 希望能帮助到你，有问题可以百度Hi我
