all the time为什么不用一般现在时?

这个得选D,因为从前文的 do,seldom 等来看,指的是现在的电视节目每况愈下.故用表渐进过程的 to be getting worse
The programs seem _to be getting worse_all the time
= It seems that the prograams are getting worse and worse.

哦，只是没说而已，前文限制了时间范围， 下文all the time “一直” 提示我们这段时间以来的电视节目每况愈下。

seem to be+adj. 选D
因为只是考你seem的用法，所以跟时态无关，就算有关，seem to+动词原型
