A是人数比上文高九倍(而不是楼上所说的是它的九倍)
B是比九倍高，但是说的是比“九倍”高…即使不考虑语境，这选项本身也是不对的。我这么解释有点零乱，我把A省略的补全一下你应该会明白：
The total will be nine times higher than 9700 people.
注意后面是than 9700 people ，the total是指人数，应与人数...
