在这句子中,there 起个什么作用,个人觉得把上下两个there is都去掉不是更通顺吗.

“存在,有”的意思.当形主用.但标准语句中the more the more连接时两个句子.句子不应缺成分.口语中可以去掉,能理解就可以,事实上口语在语法中很多都错或者省略.the more the better就是口语谚语的最好例子

不能去掉，这个句子包含两个句子的结构，一个是there be ‘有’，一个是 'THe +比较级,the +比较级。‘越……，越……’意思是
一个地方的人口越多，需要的水就越多。
