第二个问题：it是形式主语如果句子没错的话主语是 the actual population but its rate of increase but作为连词解释 that decides how successful the birth control is.是修饰 its rate of increase 的定语从句目前的人口总数很大,而不是说决定出生率控制成功与否的人口增长率.
