decisions they do not like will help to build a more democratic
system.As a state-building tool,these ideas have been tried and
failed miserably.In support of their argument that the monopoly
on force leads to genocide,Polsby and Kates make a number of
wild claims,but none more irresponsible than blaming Weber for
the civil war in the Balkans.They write,
