where应该改为which
which we visited 是定语从句修饰 the steel plant
不能用where的原因：1）visit是要加宾语的，所以要用which. where是副词，不能作宾语 2) the steel plant, 正是真正的宾语，即which所替代的。
如果确实想用where. 那么这句语就应该说: This is where we...
