这句话的后半部分为虚拟语气,为什么用的是is covered with,而不用was covered with呢?

这句话只是一般陈述句,没有过去时态.
"The country,covered with cherry tree flowers," country后面有个逗号,"covered with cherry tree flowers" 作为插入语,covered with 被...所覆盖,主句是 "The country(S) looks(MV) as though it is covered with pink snow(S)."

虚拟语气应该用相应的过去式才对啊，看上去好像是被粉红色的雪覆盖着，其实不是的哦

虚拟语气不是一定要用过去式, 依据所处情景或句意有时会用陈述句表达, 老师上课肯定有讲, 参考书上也有.
