1.that,与下面大概同理,变成宾语而已
2.he had landed on the moon这部分不是名词形式,所以不能做主语,在此部分前面加上that的话,就把that转化成主语,而这部分变成修饰主语的成分

应该说这两句都不缺成分，只是那个成分不是名词形式而已
