Any software on this page is primarily meant for developers and may not run without proper the development tools installed.这句话后半句:and may not run without proper the development tools installed中,proper是不是作为动词呀?词典里面没有作为动词的用法哎.这句话意思是在没有恰当安装开发工具时可能不能运行么?

may not run without proper the development tools installed中动词是run“运行”的意思,proper是形容词,修饰名词development.你对句意的理解是正确的.

proper你把它理解成一个副词吧 “合适地” 这句话把proper提到最前面起一个强调吧可能 正常顺序如果这么写“....and may not run without the development tools installed proper（ly）” 你就好理解了——“合适地安装”
不过proper没有副词的常用意思 但也只能这么理解了...

原句错误，应为without proper development tools installed
proper没有作为动词的用法；句子的理解也是正确的
