这个句子里worse不需要加the,句子意思是私家车让交通变得比以前更糟了
你说的那个句很对,是the more...the more..句型
加不加the跟是不是比较级没有关系

你说的 ''the more private cars,the worse traffic they have made'' 没错，
但 A is worse than B （A 比 B 更糟糕）
也是 worse 的一个固定用法。
made worse 的英语是 “使更糟糕”

比较级前可以加the：
1、结构the more， the more “越……，越……”
2、两者之间表特指时，比较级前加the。如：
