填: whoever

介词to后缺少宾语,因此后面应是一个宾语从句作宾语.

在宾从中,缺少主语.因此选whoever. 相当于anybody who ...

whomever是宾格,不能在宾从中作主语, 而who引导的从句,一般不能作介宾.

句意: 谁主管这项工作,就把报告交给谁.
