1、没有语法说复数前不能用the啊。在这里the跟cheapest一起，共同构成形容词的最高级形式，表示“最……的”。
2、如果是在中学，老师会说，这是个固定句型，表示“该……了”，就是It is high time that 后面用过去式。如果是在大学，就会学到，这是虚拟语气的一种形式。...
