是不是只有regret not doing sth.而没有regret not to do sth.

都有的
regret to do sth. 很遗憾地要去做某事...（事情还没有做）
eg.I regret to tell you that you can't pass the examination.
我很遗憾地通知你你不能通过这次考试．
regret doing sth. 很遗憾/后悔做了...（为已经做过的事而感到...）
eg.I regret disturbing yo so long.我很抱歉打扰了你那么久．
regret not doing 后悔没做某事
eg.I regret not finishing the homework.我后悔没完成作业

其实这两种情况都有的！doing表示后悔做过某事，to do表示后悔去做某事.你可以把to do想象为将来.就是去做某事.希望对你有帮助.

区分『doing』和『to do』：
『doing』用作『be doing』的时候是『将要做某事』的意思，但是那是根据时态而对『do』的变化。可是『doing』在体现名词性的用法时是指已经做过的事。比如『She forgot opening the windows this morning. 』『她已经忘记今天早上打开窗户的事了。』
而『to do』就是『要去做』的意思，指代还没发...
