英语语法求助:这个句子里from修饰的是谁?

应当后接 depend

额，from不是修饰的transfer么？
句子整体是这样子的，transfer是迁移，转移的意思，对象是水蒸气和热量，来自海洋，去往海洋上面的大气~_~

我觉得应该是修饰两样东西的，原因有二，一因为如果只修饰water的话，这句话没法儿翻译，二是因为最后的the water and the air这里的water就是ocean，所以要翻译成海洋的热量和水蒸气的传播。
