不是虚拟语气，后半句是宾语从句，把它分成：he didn't remember ＿the book ，他不记得他把书还了给我。（事实上他已把书还我了，只是不记得罢了） He said he would give it to me the next day 他说他第二天会还给我。

remember to do sth 是指记得去做某事（还没有做，一般表示将来要做的事）
remember doing sth 是指记得做某事（要做或做过，但是忘了去做，一般表示已经过了要做那件事的时间）

选A, to return. 以为他忘记要还书给我这个事情.是他还没有做.
如果选B, 就成了他还给我了,而自己忘记了.显然与句意不符. 所以选A.
你在记忆的时候,可以这样想.To do sth, 一般是打算做的, 表动作; 而Doing一般表示状态. 希望这样有助你记忆.
