我觉得这里的can不能影响后面say的动词形式,可以把原句分为：can you tell me what；what he said in his letter.在这里can和said不是同一个分句里面的,不适用那个can+do用原型的法则,只有在can+do+sth 才有原型吧
而他说的话是已经说了的,所以要用过去式

整句话结构是主语+谓语+直接宾语+间接宾语
you Can tell me what he said in his letter（正常语序）
can是情态动词后面动词用原型 tell
said是what he said in his letter里面的谓语
tell是主句动词 said是从句的
